Information on Tokai earthquakes and countermeasures

Although the observation technology, etc., for predicting Tokai earthquakes is progressing each year, at present, there are cases where earthquakes cannot be predicted. Regardless of whether earthquakes can be predicted, it is important to be prepared in one’s everyday life, so that one can act calmly when an earthquake occurs.

What should you do?
Keep monitoring the TV and radio and websites such as BOSAIMIE.jp, (and continue your normal daily routine.)

Notification Criteria
Cases where no immediate assessment can be made of precursor phenomena of Tokai earthquakes
(If significant changes are observed in at least one of the strainmeters or in cases where no immediate assessment can be made with regard to the relationship between recent phenomena and the Tokai earthquake.

Criteria for Lifting Notifications
■ When it has been acknowledged that there is no longer a risk of a Tokai earthquake occurring
■ Confirmation that the earthquake that occurred is unrelated to a Tokai earthquake

(If all of the strainmeters show little activity, if it is acknowledged that there are no risks of preslips, or no other techtonic activity has been observed, despite the earthquake occurring, it is therefore acknowledged that the earthquake activity has ceased.)

Main measures taken against disasters
● There are no specific measures taken against disasters
● The national government or local authorities will set up an information collection and communication systems

Tokai Earthquake Alarm Notification
What should you do?
Please monitor TV, radio, and websites such as BOSAIMIE.jp, take actions according to the announcements and disaster countermeasure plans of the national, prefectural, or local governments.

Notification Criteria
Acknowledgement that the possibility of recent phenomena being a precursor to a Tokai earthquake has increased
(If changes are observed in two strainmeters, and if there is an increased possibility that this has been caused by preslips, etc.)

Criteria for Lifting Notifications
■ Confirmation that there is no more risk of a Tokai earthquake occurring.
(If all strainmeters settle down, or if it is confirmed that there is no longer a possibility of preslips, etc.)

Main measures taken against disasters
Preparatory measures against disasters, such as those shown below, will be taken.
○ Measures to ensure the safety of children and students coming home, as required
○ Preparations to dispatch rescue squads, emergency services, fire brigades, medical professionals, etc.
The meeting to determine whether the earthquake is connected to the Tokai Earthquake will be held at the Japan Meteorological Agency.

Tokai Earthquake Prediction Notification
What should you do?
Keep monitoring the TV, radio, and such sources as BOSAIMIE.jp, and take action according to the Warning Announcements and disaster measure plans, keeping in mind the possibility that a severe Tokai earthquake may occur.

Notification Criteria
If it is acknowledged that there is a risk of a Tokai earthquake occurring
(If significant changes have been observed in 3 or more strainmeters, and if it has been acknowledged that these have been caused by preslips, etc.)

Criteria for Lifting of Notifications
■ Confirmation that there are no more risks of a Tokai earthquake occurring.
(If all strainmeters settle down, or if it is acknowledged that there is no longer a possibility of preslips, etc.)

Main measures taken against disasters
Warning Announcements will be made
● Headquarters for earthquake disaster management will be set up
● Measures will be taken, such as evacuation of residents from areas at risk of tsunami and rockslides, traffic control, and ceasing operations at department stores

If a warning announcement is made…

If there is a risk of a Tokai earthquake occurring, warning announcements will be made. When this announcement is made, the normal TV programs, etc., will be terminated and earthquake programs will be broadcast. Also, sirens and alarm bells in various areas of the prefecture will sound. The siren will first sound for approximately 45 seconds, stop for 15 seconds, and then sound again for 45 seconds. This will be repeated 5 or more times.

The alarm sounds 5 times, then stops, and then continuously sounds 10 times or more.
Alarm bell at the warning announcement 5 repetations of the alarm bell Silence ×  10 times or more
However, the warning is not a sign saying that you should evacuate, but a call to prepare to take measures to deal with an earthquake.

Information to keep in mind about Tokai earthquakes

The Mie government has published “ Information to keep in mind about Tokai earthquakes”, which introduces criteria for notifications made on information related to Tokai earthquakes, and also provides directions for how residents should react when warning announcements are made.
